He is likely using your ticket as a loss leader(selling some tickets at a loss on purpose to attract customers), and probably overcharges for other tickets to make his profits.

I am a Travel agent in SFO, yes it is very normal to provide tickets much more cheaper then the normal/logical cost that you are talking about, I sell tickets even 200-300$ cheaper then the normal cost.

Explanation:

Have you ever heard of agencies that buy airplane tickets in bulk? Well, there is. we are airline tickets consolidator working in direct contact with airlines, no middlemen! We seek to get discounted fares and exclusive deals while our partner airlines want to sell all their available seats. 'How do we make it work?' you may ask. we promise to fill those seats in exchange for better rates. The result is a win-win: full planes and happy travelers.

But you have to succeed keeping your promise, and you will start get better and better deals for your future contracts.

Pretty simple.

Could be any number of reasons. One he has bought a large block of tickets direct from the airline and this can offer huge discounts, two he has too many tickets left and needs to sell them or will lose a lot of money.

Chances are he just has a good deal with the airline, you don't sound like a professional or you wouldn't be crying wolf like you are.

Quite often travel wholesalers (who have negotiated bulk sales at discounted prices with an airline) can sell tickets cheaper than the actual airline as the airline has to sell at the published airfare. However, if the travel wholesaler doesn't meet their sales targets they probably will not be provided the same discounts for the next sales period.

That's not true. They usually sell the more expensive ones that nonody else wants.
